Executive Summary

Spectrum Airways remains committed to advancing accessibility and ensuring services are inclusive to people of all abilities. Our ongoing efforts aim to address the barriers identified in our 2024-2027 Accessibility Plan. In the first year of implementation, we have made tangible progress in both physical accessibility improvements and procedural enhancements for staff and students. We continue to welcome feedback to guide our improvements.

Progress Highlights

1. Employment

  • Accessible Documents:

    • No large print, electronic copies, Braille or audio requests from staff have been received in this reporting period.

  • Accommodations in the Workplace:

    • No accommodation requests in the workplace.

2. Built Environment

  • Renovations & Upgrades (In Progress):

    • Accessible Washroom: Construction commenced in March 2025, on track for completion by August 2025.

    • Building Renovations: Expanded space around reception and desk areas was completed in October 2025.

    • Front Door Ramp: We are currently working to find funds in the budget to complete this important project. Once funding is secured, construction will proceed.

3. Communication & Customer Service

  • Staff Training:

    • Training program instituted.

  • Accessible Documents for Customers:

    • No requests for Braille, large print or audio formats during this period.

4. Procurement

  • Accessible Procurement Practices:

    • New procurement checklist implemented in January 2025 to ensure accessibility is considered when acquiring goods and services.

5. Design & Delivery of Programs & Services

  • Student Applications:

    • Updated student application forms launched in February 2025 now include questions about accommodation needs.

    • No student accommodations identified.

6. Transportation

  • Not applicable — no changes in this reporting period.

Consultations & Feedback

  • Ongoing Consultations:

    • Continued collaboration with Deafblind Resources Administrative Assistant and SweetHome Spaces for ongoing accessibility considerations.

    • No major feedback requiring changes was received through the anonymous form in this period.

Looking Ahead (Next Steps for 2025-2026)

  • Secure funding and proceed with front door ramp construction.

  • Expand accessibility training for all staff, including administrative and instructional staff.

  • Promote availability of accessible document formats more widely to customers and students.

  • Monitor and update procurement practices to reflect latest accessibility standards.

  • Continue seeking feedback and consultation to guide further improvements.

Executive Summary: 

Spectrum Airways is committed to ensuring access and services to customers and staff of all abilities. While our building and nature of the flight training industry (as regulated by strict Transport Canada regulations with regards to Commercial Pilots) does pose some barriers, we have organized plans to accommodate varying disabilities.  Some barriers immediately identified include entry into the building, washrooms, and accessible documents. We encourage customers and staff to make their accessibility needs known so that we can actively offer assistance to ensure that additional options and/or multiple channels may be made available. 

Accessibility Statement: 

Employment - Spectrum Airways is committed to fostering an inclusive environment amongst staff members.  

ACTION: 

  1. Accessible documents such as large font or electronic copies will be provided where appropriate. Additionally, if required, communication supports will be available to help communication between people. 

  2. Spectrum Airways will consider the accessibility needs and the disabilities of staff members, as well as individual accommodation plans when:  

  • Conducting training or supervisory sessions, staff meetings and communications to staff members; 

  • Considering career development and advancement.

Built Environment - Spectrum Airways is committed to ensuring accessibility is considered in future building upgrades. 

  • Spectrum Airways will strive to meet the Accessibility Standards for the Design of Public Spaces when making major modifications to building by 2024.

ACTION: 

  • Accessible washroom being added (2024). 

  • Front door wheelchair ramp to be considered as renovations are completed. 

  • Building being renovated, allowing for more space around desks and reception area (2024). 

 

Communication Spectrum Airways is committed to providing accessible customer service.  

  • Customers are greeted by Spectrum Airways dispatchers. 

  • Customers who require assistance into the building will be assisted by Spectrum Airways Dispatcher and Ramp Attendant.   

ACTION: 

Applicable staff members will be provided with training with respect to safe procedures as required.
 

Procurement of Goods, Services & Facilities – Spectrum Airways purchases various goods, services and facilities that support our services and our operations. We are dedicated to considering accessibility requirements when purchasing goods, services, and facilities from external vendors. 

ACTION: 

When procuring goods, services, and facilities, Spectrum Airways will consider accessibility at the beginning of the process to ensure that they do not present a barrier to anyone who uses them. 

 
Design & Delivery of Programs & Services – Spectrum Airways is committed to providing educational information, program details and training files in accessible format, such as large print or electronic copies. Accessible documents such as large font or electronic copies will be provided where appropriate. Additionally, if required, communication supports will be available to help communication between people. 

ACTION: 

Timeline as follows: 

Large print (Increased font size) – 15 days  

Braille (a system of raised dots that people who are blind or who have low vision can read with their fingers) – 45 days  

Audio (recording of the text read aloud) – 45 days 

- Student application to be updated to ask if student requires accommodations for disabilities, at which point accommodations will be provided and training plan created by Chief Flight Instructor (or delegate) and Student Administrator. Considerations must be taken when deciding if the student can be accepted into a flight training program, given their potential disabilities with respect to Transport Canada regulations. 
 
- Students needing accommodations will be paired with Instructors who have received appropriate training. 

- Course hand outs and information can be provided in accessible copies, such as electronic copies or large print, per timeline above. 
 

Transportation - 

Not applicable as we do not provide transportation to and from our building. 

Consultations: 

Spectrum Airways conducted virtual meeting consultations with individuals who are experts with regards to accessibility considerations. 
 
Deaf/Blind Accessibility Considerations -  
Consultation with:  
Deafblind Resources Administrative Assistant for the Ontario Ministry of Education. 

Physical Accessibility Considerations -  

Consultation with:  
SweetHome Spaces Accessible Renovations. 

Findings: 

  • Suggested communication support between individuals, if required.
